Appeal for a Denial
If a request for public documents is denied in whole or partially a requesting party may:

Forward a written appeal to the Sheriff that specifically states the word "appeal" and identifies the reason or reasons for reversal of the denial.

Commence an action in the circuit court to compel the Sheriff's Office disclosure of the public record within 180 days after the public body's final determination to deny a request.
Fee Appeal
If a fee exceeds the amount permitted under these procedures the requester should follow the below procedure:

Forward a written appeal to the Sheriff that specifically states the word "appeal" and identifies how the required fee exceeds the amount permitted under the listed procedures and guidelines.

If you are not satisfied with the Sheriff's response then,

Commence a civil action in circuit court. The action must be filed within 45 days after receiving the notice of the required fee or a written response from an appeal to the Sheriff.
